Recently, the Department of Housing and Urban-Rural Development of Guangdong Province officially issued the "Technical Guidelines for the Design of Renewable Energy Building Application Systems in Guangdong Province," explicitly stating that new buildings should prioritize the adoption of solar photovoltaic systems and vigorously promote the design and construction of Building-Integrated Photovoltaics (BIPV). This signifies that photovoltaic systems in new buildings are transitioning from being "optional" to "essential," officially becoming a standard component of building construction.

01 Policy Core: Photovoltaics and Buildings "Growing Together"
The Guidelines stipulate that all new industrial, public, and residential buildings in Guangdong Province must install solar photovoltaic systems, ensuring simultaneous design, construction, and inspection alongside the building projects. The policy also encourages the use of building-material-type photovoltaic components such as "photovoltaic tiles," "photovoltaic walls," and "photovoltaic glass" to promote the deep integration of photovoltaic systems with the appearance, structure, and functionality of buildings.
02 Specific Installation Targets and Clear Implementation Pathways
The Guidelines specify concrete photovoltaic installation targets for different types of buildings:
Public Buildings: Photovoltaic design substitution rate should be no less than 5%.
Residential Buildings: Photovoltaic design substitution rate should be no less than 3%.
Industrial Buildings: Proportion of efficient installation area should be no less than 75%.
These quantifiable targets provide a clear basis for the implementation and inspection of BIPV projects.
03 New Development Opportunities for Cadmium Telluride Power-Generating Glass
Among various photovoltaic building materials, cadmium telluride power-generating glass is regarded as a high-performance option that meets the new regulations due to its advantages such as high power generation efficiency, excellent low-light performance, strong adaptability, and high degree of aesthetic integration. The Guidelines explicitly require that cadmium telluride photovoltaic modules must have a photoelectric conversion efficiency of no less than 16.5%, providing standard support for the large-scale application of this product in the construction field.
04 Policy Impact: From Guangdong to the Nation, Driving Green Transformation in Construction
The Guidelines released by Guangdong are not only a local technical document but also a significant indicator of the green transformation in the national construction sector. Against the backdrop of advancing the "Dual Carbon" goals, BIPV has become a critical pathway for energy conservation and carbon reduction in buildings. As relevant technologies mature and costs continue to optimize, high-performance photovoltaic building materials like cadmium telluride power-generating glass are expected to help the construction industry nationwide transition toward a low-carbon, green, and sustainable new stage of development.
Zhonghui Jianrun (Chongqing) Technology Co., Ltd. will continue to monitor policy developments and technological innovations in BIPV, actively contributing to the green transformation of the construction industry and leveraging technological strength to advance the low-carbon transition of the building sector.
